It is a S&A reunion but implanted into a combined set of 24 and the West Wing.
And yes, this is Paul's equivalent to RayK waking up with breasts: "Ooh what if we make a Canadian take over America..teehee". In fact, looking at him, I think RayK waking up with breasts is far more likely than what Paul is suggesting...he just does it so well and with so much gusto!
